For the first time since Jimmy Carter's solar panels adorned the White House, an American president is making energy the center of his domestic policy. During the campaign, Barack Obama promised to develop renewable energy sources, reduce consumption, and cut carbon emissions. He also promised, in a moment of nation-wide panic caused by gasoline prices rising about $4 per gallon, to support some expansion of offshore drilling. Now, as the administration struggles to develop its energy policy, oil companies and house Republicans are reminding the president of this pledge.

At issue is America's ever-increasing need for oil and gas. Despite a dramatic drop in gasoline prices nationwide and a trend of decreasing consumption, advocates of expanded drilling argue that an increase in production is needed. The current situation, they contend, is the result of a global economic downturn and, when the economy begins to recover, fuel prices will once again skyrocket.

Environmental groups disagree. They continue to argue that the answer to the country's energy problems lies in the development of renewable energy infrastructure and a reduction in energy demand. Wesley Warren of the NRDC explained that "we now have an opportunity to take a much more balanced approach to our energy system...but the oil industry is not saying anything new here, which is very disappointing."

The president's proposed budget already goes a long way towards reorienting the energy system. Taxes on oil companies would be increased while the opportunity for tax credits would be eliminated. Furthermore, the price of fossil fuels would be increased to subsidize the development of renewable energy. Reinstating the moratorium on offshore drilling would complete an energy plan capable of bringing renewable sources to the front of the nation's energy lineup.
