Charismatic young oil exec Tom O'Connell (played by Rupert Penry-Jones) is promoted to chairman of Arrow Oil, an unexpected career boost that brings with it personal problems he never foresaw. Suddenly his father-in-law (the former chairman) is acting strangely, and even his best friend Mack (played by Bradley Whitford), a powerful Washington lobbyist, appears to be hiding something. It seems the only person Tom can trust is Holly (played by Neve Campbell), Arrow's new VP of Alternative Energy, to whom he feels an instant connection. After an Inuit environmental activist sets herself on fire in front of Tom and Holly, the two seek solace in each other and find they can no longer resist their intense attraction.
Holly inspires Tom both romantically and ethically, and he vows to work with her to build Arrow's renewable energy department, to save both the planet and the business. But when Tom's father-in-law is killed in a hit-and-run and Mack reveals that Holly has been spying on Arrow for an environmental group, Tom doesn't know whom to believe. Mack seems to know the truth, but why won't he answer questions about a geologist who claims to have life-threatening information about the Saudi Arabian oil reserves? What is Mack covering up, and for whom?
Tom travels to Calgary, where a UN conference is meeting to ratify a new Kyoto treaty. There he, Mack, and Holly all find themselves entwined in a complex tangle of government delegates, spies, and protesters, where the tide of power shifts constantly, and no one knows who has the real data, and who's pulling all the strings. Will Tom forgive Holly and join her cause? Can they pool their resources and thwart those who want to ignore the threat of climate change? Or is it already too late?
