I once tried to bike from the Silver Lake neighborhood to Santa Monica, California, via Santa Monica Boulevard during rush hour, not the best time or route. I'm not sure there are any great times or routes for biking through Los Angeles. It's not a very bike-friendly town. Motorists here go downright crazy due to the unrelenting traffic. Ill-planned aggressiveness is the staple for maneuvering through the well-clogged avenues. Cyclists and scooter-riders tend to wind up in hospitals. Some neighborhoods have bike lines and cars that drive in them. If you bike in LA, you're going to need a sturdy helmet and quick reflexes.
You'd think LA would get in gear and make the city a friendlier place for bikes. The traffic is terrible, but so is bike theft. I'd be better off renting a bike instead of owning.
There are cities around the world and in North America that have gone bike-friendly. These cities have really taken the extra step to reduce carbon emissions by encouraging pedal-powered transportation.
