China MRV?
Three letters could spell trouble for climate negotiators in Copenhagen next week with China's left-field pledge to reduce carbon emissions 40% by 2020 from 2005 levels.
China has based its impressive projections on "energy intensity" which is defined as "energy output per unit of GDP." In other words, as the economy continues to grow, China will reduce the energy required to produce each yuan.
It's up to negotiators to decide whether China's ambitious goal is MRV—measureable, reportable and verifiable.
