Portland has established itself as one of the nation's leading models for funding energy efficiency, creating local jobs, and achieving significant carbon reductions. Forty homes have been completed in the 500-unit pilot, now called Clean Energy Works Portland, an effort to deliver affordable energy upgrades to homeowners led by the City of Portland in partnership with Shorebank, Energy Trust of Oregon, Green for All, local utilities, and others.

Upgrades during the pilot include basic weatherization and space heat. A certified analyst from the Energy Trust of Oregon, joined by a certified trade ally, will contact homeowners taking part in the pilot. After assessing the home's efficiency opportunities using Home Performance testing and analysis protocols, the analyst will provide eligible homeowners with a report recommending particular measures and an offer to have all costs covered by CEWP.

If the homeowner accepts the offer, the certified trade ally carries out the improvements. The city is accumulating a long list of families interesting in becoming a part of the pilot. After the success of the first forty homes, the next set of homes will be contacted in the first few months of 2010, with assessments following shortly thereafter. Once the pilot phase is complete, CEWP will scale up to retrofit an estimated 100,000 homes.
